Add a query to the API to retrieve all orders by hash_name of an item

All orders (or at least the first 5-10), you need to get in order to understand that the price of the thing may decrease in the near future, and set an order for a cheaper position. This is a very necessary functionality for trading, previously it was supported within one class_instance on api v1.
